You'll need one hydrogen to start the fusing process and then nine fused in to it to make neon. What does nine divide in to? Three lots of three. A control thread is ideal for this.
The blue waldo is a control thread that fuses three hydrogen in to the target atom, basically a +3 on to its atomic number. The red waldo starts by grabbing a hydrogen and placing it on the fuser target plate. Then it calls the control thread three times. Note that it takes an intentionally long path after the third Sync to allow the blue waldo to finish. The red waldo then carries the resultant atom to the ψ output.
